A governed commission should not publish or invite paid proposals unless the project has verified funding, PSP-backed payment state, approved enterprise credit or a documented ALS admin exception. A planned budget alone is not payment evidence.
If a dispute concerns a specific stage, deliverable version, licence scope or payment release, the platform should pause only the affected amount where the records permit. Accepted and undisputed stages should remain eligible for review and delivery-gated release.

Where appropriate, we facilitate communication between parties and record any agreed resolution. No outcome is promised before the evidence is reviewed.
If facilitated discussion does not resolve the issue, ALS may take a platform action permitted by the applicable terms. ALS does not claim to issue a legally binding adjudication between the parties.
